Intel Skylake hardware enable "hibernate" option in wes 7 start menu

Below is the steps to enable hibernate in wes7 start menu.

1. Turn off hybrid sleep from Control panel --power option -power plan --advanced setting.

2. Run "cmd" with administrator right then execute "powercfg -h on".

3. Restart the windows.

4. The "hibernate" will appear on start menu.
